Project Overview

The project covers a new 300,000 m³/day water treatment plant, 138 km of water transmission and distribution pipelines crossing mountainous terrain and river channels, and ecological treatment works on several inflow tributaries of the Bailianhe Reservoir. Before the upgrade, the utility relied on manual patrols, had large monitoring blind spots along the network, unstable communications, and isolated data systems — all of which put water supply safety and water quality stability at risk.

1. Smart Instrumentation System
High-accuracy water quality, flow, pressure, level and sludge-level instruments were deployed across the water source, inflow tributaries, every plant process stage and the full 138 km network — eliminating the monitoring blind spots in mountain and river sections. Manual patrol reading was replaced by uninterrupted 24-hour data acquisition that captures water quality fluctuation, abnormal network pressure and leakage in real time.
2. Production Automation (SCADA + PLC)
A complete plant automation system links coagulation, sedimentation, filtration and disinfection into one automated process chain. Chemical dosing and equipment parameters are adjusted automatically from live instrument data, while pump sets and motorized valves are remote-controlled with automatic fault alarms — removing the operator error, unstable water quality and high chemical/energy consumption of manual operation.

3. Industrial Telecom & IoT Communication
An industrial fiber-optic ring network combined with a dedicated IoT radio network was built to suit the mountainous, river-crossing site conditions. It connects instrumentation, equipment control, security CCTV and network O&M into one platform with unified data aggregation, visualization and dispatch — ending the data-silo situation and guaranteeing low-latency command transmission.

- Full-coverage monitoring from source to tap; reservoir and finished water quality consistently better than the national standard
- More than 95% of the production process runs automatically; chemical and energy consumption sharply reduced
- Manual O&M cost reduced by 70%
